With the nation of Panem in a full scale war, Katniss confronts President Snow Donald Sutherland in the final showdown. Teamed with a group of her closest friends – including Gale Liam Hemsworth, Finnick [Sam Claflin], and Peeta Josh Hutcherson – Katniss goes off on a mission with the unit from District 13 as they risk their lives to liberate the citizens of Panem, and stage an assassination attempt on President Snow who has become increasingly obsessed with destroying her. The mortal traps, enemies, and moral choices that await Katniss will challenge her more than any arena she faced in The Hunger Games.

After recovering, Katniss approaches President Alma Coin and volunteers to kill President Snow. Coin declines in favor of preserving Katniss as the symbol of their revolution. During the wedding of Finnick Odair and Annie Cresta, Johanna Mason tells Katniss of an aircraft leaving the Capitol, where Commander Paylor is planning an all-out assault. After sneaking aboard, Katniss is assigned to Squad 451, the "Star Squad", led by Boggs, but later learns their mission is to trail behind the invasion and be the onscreen face of the rebellion. They use a holographic map, called a Holo, to evade "pods" (booby traps) created by Gamemakers which line the streets of the Capitol. Peeta is unexpectedly assigned to the team by Coin despite still being vulnerable to the Capitol's conditioning, and Boggs warns Katniss to be careful, because she is seen by Coin as a threat to her power.

As they venture into the Capitol they are ambushed by a hidden pod, and Boggs, fatally injured, transfers use of the Holo to Katniss before dying. Another pod is triggered, which releases an avalanche of black ooze. Peeta loses control and attacks Katniss again, pushing Mitchell into the ooze. The squad evades the avalanche and takes shelter in a building. Katniss tells her squad that she is under orders from Coin to kill Snow. The Peacekeepers eventually find their hideout, but the squad is able to escape before they arrive. Peacekeepers bomb the hideout, killing the Leeg twins (Misty and Kim Ormiston) who stayed behind. The Capitol broadcasts a message with Snow announcing the supposed deaths of Squad 451, but Coin then hijacks the signal and says that everyone should praise their sacrifices.

The team decides to venture into the Capitol's sewers in order to avoid the pods, but the team is then ambushed by genetically-engineered creatures called "mutts". Commander Jackson, Castor, Homes, and Finnick are killed. The surviving team members are chased by Peacekeepers shortly after reaching the surface, and a pod kills another squad member, Messalla. The team eventually escapes and takes refuge in a shop, where a former Hunger Games stylist, Tigris (Eugenie Bondurant), hides them in her basement. While they all mourn the loss of the rest of their squad, Katniss confesses that she lied about her orders to kill Snow. The remaining members say that they knew this all along but played along because they trusted her. Peeta comforts Katniss, saying that if she kills Snow, she will avenge the deaths of everyone who has died because of him.

Snow announces that the rebels have invaded the Capitol and welcomes refugees into his mansion, providing them with food and shelter. Katniss and Gale pose as refugees to gain access to Snow. The rebels arrive and attack the Peacekeepers, killing many Capitol civilians in the crossfire. In the ensuing chaos, Katniss marches towards Snow's mansion and finds Peacekeepers taking Capitol children from their parents to provide Snow with a human shield. A Capitol hovercraft flies by and drops several parachutes, similar to the ones used in the Hunger Games, into the crowd of children. The parachutes explode, killing the children. A team of rebel medics attempts to help the injured, among whom is Katniss' sister, Prim. Katniss rushes towards her, but a second wave of bombs detonates, killing Prim and rendering Katniss unconscious.

Upon recovering, Katniss learns the Capitol has been conquered, and Snow has been captured. When Katniss confronts Snow, he claims that Coin masterminded the bombing outside his mansion to turn his last soldiers against him. Katniss realizes that the pattern (a first explosion followed by a second to kill those who rush to provide medical aid) resembles a trap Gale had been working on earlier. When Gale is unable to assure Katniss that the bombs were not the rebel traps of his design, Katniss is devastated. She attends a meeting with Coin (who has appointed herself "interim President of Panem") and the remaining victors to discuss having one final edition of the Hunger Games with the children of the Capitol as tributes. Katniss realizes that Snow was right: Coin is simply planning to take his place instead of giving people a chance to vote. Katniss votes in favor of the Games, in exchange for the right to execute Snow.

At the execution, Katniss faces Snow once again. Instead of shooting Snow, Katniss shoots the arrow into Coin's chest, killing her. While a laughing Snow is lynched by an angry mob, Katniss is captured and imprisoned. Katniss is pardoned for her crime, and through a letter delivered by Haymitch, Plutarch Heavensbee advises Katniss to return home to District 12 and wishes that she finds her peace.
